Membership Steering Committee
Responsible for the development, implementation, direction, and monitoring of a new Member recruitment program and a Member retention program for the Association. The Committee reviews the Membership status of the Association and presents recommendations to the Executive Committee and Board of Directors to generate an increase in the Membership. The Committee also reviews the cause and reason for any Member resignations or general depletion in Membership and devises countermeasures.

ESPOC Emissions Subcommittee
Develops the technical basis to address federal and state regulations and issues relating to administration of the Federal Clean Air Act. Interprets requirements, and provides guidance to Members. Environmental Survival Fund Management Council

The Management Council consists of representatives from NAPA, the State Asphalt Pavement Associations, and NAPA's Associate Member Council. The Council is responsible for providing policy oversight and direction to the budgeting and administration of the Industry Environmental Survival Fund. The Fund was established in 1993 to enable key research and regulatory response involving selected EH & S issues.

NAPAREF Board of Trustees
The Foundation conducts and implements research and educational programs to improve knowledge, understanding, and skills in technical and management areas related to asphalt pavement design and construction. The NAPA Research and Education Foundation Board of Trustees manages and directs the affairs of the Foundation. The Foundation is currently sponsoring support for three educational programs: 1) the National Center for Asphalt Technology (NCAT), 2) NAPAREF Scholarship Program, and, 3) the Smithsonian "America on the Move" Program.

Quality Improvement Committee

General Session II: Highway Funding Update

Finally, Performance Tests Unleashed!
Performance testing of asphalt mixes has long been sought as a way to unleash innovation in the way we select raw materials, design mixtures, and produce pavement materials. A variety of performance tests are now available and the means to conduct them have been standardized. Now all that is left is to answer the question, "How are we going to use them?" This session provides:
    • An overview of performance testing
    • A view of how it fits within the framework of mix design
    • An estimate of when it will become a reality
The Federal Highway Administration has been invited to send their trailer to demonstrate the latest performance testing equipment.

Tales from the Front: Asphalt vs. Concrete
Many asphalt producers are under siege by concrete associations and promoters in their states. Negative campaigns, attack ads, and legislative efforts to mandate pavement selection at the state level are being launched by an industry struggling to gain market share. But the facts are on our side in terms of costs, quality and sustainability. We simply need to do a better job of telling our story. The resurgent Asphalt Pavement Alliance has been producing a steady stream of new tools and toolboxes to help our members and their state associations set the record straight about asphalt. In this lively session, you will see how some state associations have used the APA’s tools to defend and expand asphalt’s share of the pavement market. You will take away:
    • Knowledge of the APA’s products and processes
    • Ideas for implementing new sales and marketing strategies in your market area
    • Ways to use the APA’s tools to gain a competitive edge

Marketing Committee
Asphalt companies in many states are being targeted by the cement and concrete industries.  The Marking Committee will discuss initiatives to defend and expand the market for asphalt pavement.  In addition to overseeing the Diamond Program, the Awards Program, several Web sites, HMAT magazine, and other NAPA programs, this committee also supervises the Asphalt Pavement Alliance (APA).  Attendees will have the opportunity to provide direction on the asphalt industry's marketing and communication efforts.

The ESPOC Symposium will focus on a number of discrete topics of current interest.  Review a quick tutorial on NAPA's Greenhouse Gas Calculator: understand whether your plant might need to report and see how the calculator can be used to focus your plant operations to reduce GHG emissions.  Hear about some tools and products that will help you fight the concrete industry's attack on your product.  Understand the latest in other regulatory arenas that may impact your bottom line, including requirements that may have an impact on the raw materials for pavements and the fuel you burn at your plants.

Energy & Recycling Task Force
The Energy and Recycling Task Force will discuss the latest developments in recycling rates and improved energy efficiency in both the plant and the field.  Information from the NCHRP research project on high RAP content mix design will be shared along with the results of other research efforts.  The activities of the FHWA Expert Task Group on asphalt recycling will be reviewed as well.

Pavement Preservation: Where Does It Fit With Your Business?
Thin overlays and mill and fills have been and are likely to become a majority of the work asphalt contractors will do in the years to come.  With dwindling budgets and increased costs for materials, owners are looking to preserve their existing pavement with a decreased emphasis on new construction. Congressman Jim Oberstar, chairman of the Transportation and Infrastructure Committee, has proposed a Surface Transportation Authorization Act.  This program would focus significant federal dollars on preserving and upgrading America's highways, roads and bridges based - for the very first time - on national performance outcomes.  These performance outcomes will likely increase dollars spent on "fix it first" rather than "worst first" used in the past.  In this session you will learn:
    • How proposed legislation will impact where money is spent
    • What preservation strategies owners are looking at to stretch dollars
    • How plant-produced asphalt mixes and construction strategies can meet the goals of pavement preservation
