What is NAPA?
National Asphalt Pavement Association is the only national trade association that uniquely serves the needs and interests of the hot-mix asphalt (HMA) producer/contractor.
Who joins NAPA?
The leading companies in the HMA industry are NAPA’s members. Members range from small, family-owned operations to large, multi-state corporations.
HMA Producer Members form the core of NAPA. Companies that support the HMA industry, such as oil refiners, equipment manufacturers, and consultants, are Associate Members. NAPA also has International Members.
While NAPA partners actively with government agencies, state and international asphalt associations, non-profits, universities, libraries, and others, all members are companies and individuals operating on a for-profit basis.

How does NAPA operate?
NAPA’s functional areas are environmental/regulatory, legislative, technology/research, marketing, and meetings. Our world-class staff are the foot soldiers who fight every day for the industry, under the direction of NAPA’s committees and Board of Directors. Just like its members, NAPA operates in a businesslike manner. The staff are veterans of private industry and contracting companies.
How much does it cost?
Dues for HMA Producer Members are based on tonnage. See the application form for details.
Associate Members’ dues are based on their category. Consult the application form and contact the NAPA office with any questions about what category is appropriate for your company.

How do I join?
You may download a copy of an application for NAPA membership, or you may apply online. Three types of NAPA membership are available:
- Producer Membership – Your company must be a for-profit operation in the US and its territories, engaged in the manufacture or production of HMA. See application for detailed description and requirements. View/print application.
- Associate Membership – Your company must be a for-profit operation interested in the promotion and advancement of high standards of business practices in the use of HMA pavement. See application for detailed description and requirements. View/print application.
- International Membership – Limited to a for-profit operation engaged in the manufacture and production of HMA and is organized and operating outside of the US and its possessions or territories. See application for detailed description and requirements. View/print application.
